$9.2 billion general obligation bonds for construction and maintenance of public education facilities.

Allows repair or replacement of contaminated property or structures without increasing the tax valuation of original or replacement property.

Imposes repayment conditions on loans of transportation revenues to other government entities.

3 PARTISAN PRESIDENTIAL PRIMARY ELECTIONS
Amends the open primary law to require a closed, partisan primary for selecting delegates to national political party presidential nominating conventions.

4 TRAPPING PRACTICES. BANS USE OF SPECIFIED TRAPS AND ANIMAL POISONS
Bans steel-jawed leghold traps and specified poisons.

Specifies terms and conditions of a mandatory compact between the state and Indian tribes for gambling on tribal land, and allows slot machines and banked card games there.

6 PROHIBITS ON SLAUGHTER OF HORSES AND SALE OF HORSEMEAT FOR HUMAN CONSUMPTION
Bans slaughter of horses or sale of horsemeat intended human consumption.

7 AIR QUALITY IMPROVEMENT. TAX CREDITS
Authorizes $218 million in state tax credits annually until January 2011 to encourage reduction of air emissions through acquisition, conversion or retrofitting of vehicles and other equipment, and air pollution technology.

8 EDUCATION. PARENT-TEACHER GOVERNING COUNCILS. NEW OFFICE OF CHIEF INSPECTOR OF PUBLIC SCHOOLS
Makes permanent existing funding for class size reduction for districts establishing school-site governing councils of parents and teachers to make all curriculum and expenditure decisions for their schools. Creates a new office of Chief Inspector of Public Schools. Adds provisions for teacher credentialing and evaluations. New state programs costing up to $60 million annually, offset in part by existing funds and fees. Could cost local school districts tens of millions annually.
OPPOSE
9 ELECTRIC UTILITIES. ASSESSMENTS. BONDS
Prohibits taxes, bonds or surcharges to pay costs of nuclear power plants and limits recovery by electric utility companies for costs of non-nuclear plants. Prohibits issuance of rate reduction bonds.
SUPPORT
10 STATE AND COUNTY EARLY CHILDHOOD DEVELOPMENT PROGRAMS. ADDITIONAL TOBACCO SURTAX
Creates state and county commissions to establish early childhood development and smoking prevention programs. Provides new revenue of $750 million annually, and reduces revenues for Proposition 99 (smoking prevention) programs of $7 million annually.

11 LOCAL SALES AND USE TAXES: REVENUE SHARING
Allows local governments to make sales tax revenue sharing contracts with a 2/3 vote of the governing bodies.
