Appendix B. COMMUNITY STRATEGIES

Community level strategies include laws and policies related to weapons and alcohol, policing strategies and generating total community support for young people, including youth employment.

Curfew Laws

Curfew laws are a currently popular part of this planning, and police say they are effective. As they have only been enforced in the past few years there has not been any long-term assessment.

Control of Juvenile Consumption of Alcohol

The use of alcohol is a strong factor in out-of-control behavior and juvenile crime. The state and communities can pass and enforce strong laws against the consumption of alcohol by juveniles.

Gun Control

Efforts are being made at the local level to control the availability of guns, including their accessibility to juveniles. The efforts include strengthening local laws which impose restrictions that are not preempted by state law. The cities in the San Francisco East Bay are presently working on this issue.

Community Policing

Community policing brings the local police into the neighborhoods where they are a visible presence and get to know the young people in the community. The residents, merchants, police, schools and city government work together to solve neighborhood problems which lead to crime.
