A nonpartisan "in depth" explanation of the measures on the ballot, including the provisions, fiscal effects, main arguments for and against, and the supporters and opponents:

  • Proposition 53. Funds Dedicated for State and Local Infrastructure.

  • Proposition 54. Classification by Race, Ethnicity, Color, or National Origin.

In Depth is published by the League of Women Voters of California Education Fund as part of its Voters Service program. The provision, background and fiscal effect sections were provided by the Legislative Analyst. The League contacted the major proponents and opponents for the arguments. The League does not judge the merits of the arguments nor guarantee their validity.

The material contained in this In Depth has been prepared to assist members of the League of Women Voters of California in their Voters Service efforts. It has been researched by League members on the Election Materials Writing Team and read for accuracy and neutrality by members of the League of Women Voters of California state board and experienced League members.
